Fred Blackham is the Florida Department of Environmental Protection (FDEP) program manager for Handex. As the FDEP program manager, Fred supports Handex’s Florida operations and serves as the contract manager for all three of the FDEP Petroleum Restoration Program agency term contract regions.
Fred has over 19 years of environmental consulting experience dealing with public and private sector clients. Fred joined Handex in 2004 as a project manager and has held senior management positions including general manager, director of operations for Handex’s southeast division and his current position as National Director of Sales. Fred has served as a project manager on numerous environmental assessments, source removals, underground storage tank removals, and remediation system construction and operations. In his previous operations management roles Fred was responsible for client satisfaction, project performance, sales, contract negotiations, process improvement, resource allocation and the profitability of Handex’s Tallahassee office then later the entire southeast region.
Fred graduated from the University of West Florida with a degree in environmental studies and a concentration in environmental policy. Fred lives in Gainesville, Florida with his wife and three daughters.
